An anti-dial-up semi-DDoS attack is a DDoS-like attack upon a website
that is perpetrated by a totalitarian intelligence agency.
It consists of flooding a website with enough traffic to greatly slow-down the website,
without causing any actual denial-of-service effect.
The purpose of this is to make dial-up connections to the website extremely slow,
while leaving high-speed connections with an acceptable connection-speed to the website.
The reason for doing this is becuz of the privacy-related benefits of dial-up connections.
