Hacking-code mandate letter

A hacking-code mandate letter is a letter that is sent to a website-owner by a
domestic intelligence agency, and which mandates that the website include a piece of code,
such as Google ReCaptcha, which can hack-into the computer of the website-users.
The letter itself doesnot actually state that the piece of code is used for hacking,
but rather, it is claimed to be for benign purposes, per the method of feigning benign intent.
Like other types of mandate-letters, hacking-code mandate letters are sent
to such websites as forum-websites, wiki-websites, and webmail-websites,
but it is notable that hacking-code mandate letters, in particular,
have also been sent to many commercial websites.
Such hacking-code most-often works by interacting with code that is
present in post-2006 Windows and other operating systems that have been
commandeered by intelligence agencies.
Hacking-code was added to amazon.com's checkout-page and user-registration-page in mid 2025.

Hacking-code mandate letters typically include a gag-order,
which forbids the recipient of the letter from telling other people that they have received the letter.
