The city was discovered by accident while some people were digging a well in the 18th century. There were some riches, jewelries & other antique bullshit underground, and later a lot of caves and Indiana Jone's started to appear until 19th century, when it was started to be protected, and it was took under the control of "real" archaeologists. Most of the city was dug out and voila - city remained almost the same even before the eruption thanks to all the volcanic rocks from Vesuvius that helped to keep it the same as it was before. Later, a good technology was discovered that helped people to recreate the bodies of victims - basically they would fill the bodies with gypsum, wait for it to cool down and demonstrate the bodies everywhere.
