Freedom of speech

Freedom of speech is contrasted with impunity of speech.
Freedom of speech is the state of non-punishment for making non-disruptive speech.
Non-disruptive speech includes neutral speech and constructive speech.
For example, Edward Snowden's revelations of large-scale privacy-disrupting
behavior by the NSA constitute constructive speech.
Neutral speech includes not only most truthful statements,
but also non-disruptive lies, such as lies to protect one's privacy
(such as providing a fake social security number, which is illegal under U.S. federal law,
in direct violation of the U.S. constitution's first amendment).
