The DDoS-and-mandate method is a method that is used by domestic intelligence agencies
to convert a privacy-respecting website into a privacy-violating website.
The method consists of first attacking the website with a DDoS attack
(either a perma-DDoS attack or a lesser DDoS attack),
and then sending the website-owner a mandate letter,
which mandates that the website-owner use Cloudflare,
mandatory javascript, and/or mandatory TLS-1.3,
while using the spurious pretense that such changes are needed
for the purpose of defending the website against such DDoS attacks.
