that is publicly available that is compatible with pre-2007 Windows,
from back before the NSA-Microsoft partnership.
Opera browsers are distinctiv for their sincere privacy features,
namely their ability to disable both javascript and stylesheets.
The Opera version-12 browser is compatible with TLS-1.2 encryption,
but not TLS-1.3 encryption.
The reason that the totalitarians enforce TLS-1.3 mandates upon websites
is to make the Opera version-12 browsers incompatible with those websites.
