Barking-dog-harboring behavior is the psychopathic behavior
of keeping a dog of psychopathic temperament,
which consequently barks in a chronic and/or aggressive manner
(thus causing disruption to people and animals in the surroundings),
and deliberately neglecting to punish that dog for doing so.
A portion of such psychopaths take such dogs for wahks,
and/or drive to places with the dog with an automobile-window open,
thus broadenning the area in which they cause disruption.
The motiv of such disruptiv behaviors, by both the human and the dog,
is to reinforce one's delusional perceptual sensation that oneself
possesses or encompasses the people in one's surroundings.
To the dog-keeper, the dog's barking is a vicarious action,
being an action that the person themself desires to do
(so as to reinforce the aforementioned sensations),
but which is considered unseemly when a human does it.
Not surprisingly, the owners of aggressivly barking dogs in particular
often hav criminal records of such crimes as threatenning, menacing,
assault, and battery.
