Junk-account harassment

Junk-account harassment is a method that is used by SIGINT intelligence agencies.
It consists of using an automated program to register meny accounts on a forum or wiki,
and those accounts do nothing beneficial to the forum or wiki, but merely take-up space
in the account-registration list or the recent-changes page, respectively.

A particular type of junk-account is a spam-account,
which causes additional disruption via creating junk-posts (on forums) or junk-pages (on wikis).
A particular type of spam-account on some wikis is a "spamdalism" account,
which vandalizes otherwise-good pages with spam.

The purpose of those behaviors is to prod a forum-owner or wiki-owner
into changing their account-registration process by making it more difficult,
in the hope that that change or changes will involve the addition of a
privacy-violating javascript-dependent function,
usually a javascript-dependent captcha-image or
a demand for a javascript-dependent webmail-address.
