The five eyes and the side-eyes

The "five eyes" alliance is an alliance of the intelligence agencies of
The United States, Canada, Britain, Australia, and New Zealand.
It is an old alliance that dates-back to the early cold-war era.
The U.S. NSA has a near-omnipotent spying system that is called "XKeyscore",
and the NSA allows the intelligence agencies of all of the other
5-eyes countries to use that system.

In addition to allowing the use of XKeyscore by those agencies,
the NSA likewise allows the intelligence agencies of various other countries
to use it, namely Germany, Denmark, Sweden, Japan,
and possibly one or more others.
Those countries other than the five eyes may be called "the side-eyes".
